JUST IN: BUHARI SETS UP NATIONAL CENTRE FOR CONTROL OF SMALL ARMS AND LIGHT WEAPONS

President Muhammadu Buhari has approved the establishment of the National Centre for the Control of Small Arms and Light Weapons (NCCSALW).

The centre which will be domiciled in the Office of the National Security Adviser will replace the Presidential Committee on Small Arms and Light Weapons and will serve as the institutional mechanism for policy guidance, research and monitoring of all aspects of Small Arms and Light Weapons (SALW) in Nigeria.

Rtd. Major General A.M. Dikko will serve as the pioner coordinator of the centre. Dikko had held many military positions within and outside Nigeria in the past including Commander, Operation Lafiya Dole.

The NCCSALW will serve as the focal point of SALW in Nigeria and lead multi-stakeholder engagement with ministries, departments and agencies for the implementation of all national, United Nations and Sub-Regional (ECOWAS) policies on the control of SALW.

The Centre shall have regional offices in all six geopolitical zones of the country.

In a press release signed by Z.M. Usman, the Head of Strategic Communication in the Office of the National Security Adviser (ONSA), he stated the decision is part of the ongoing restructure of Nigeria’s security architecture to tackle insecurity and control, prevention and regulation of Small Arms and Light Weapons.

He said “The impact of the proliferation of SALW across national borders in Africa and the Sahel region has resulted in terrorism, human trafficking, organized crime, and insurrections in West Africa and Nigeria.

“Therefore, as one of the measures in tackling this threat, the new Centre will be fulfilling the requirements of the ECOWAS Moratorium on Import, Export, and Manufacture of Light Weapons as well as the UN Plan of Action to prevent, combat, and eradicate the illicit trade in SALW.”
