According to a report released on Friday by the Japanese government’s top medical adviser, the safest option to conduct the Tokyo Olympics is without any spectators.

With the Olympics starting in just five weeks on July 23, Dr. Shigeru Omi’s recommendation appears to put him at odds with organizers and the International Olympic Committee.

Putting supporters in the venues, according to Omi, enhanced the risk, not just while they were there, but also when they exited. He claims that the Olympics attract far more public attention than other athletic events, and that they are likely to spark more protests and partying.

If Tokyo decides to allow fans, the rules will have to be much stricter than they are for half-filled stadiums in Japan for baseball or soccer, according to Seiko Hashimoto, the president of the local organizing committee. She also stated that if situations change, organizers must be prepared to prohibit local fans.
