Ibrahim impressed while on trial at Chelsea in March.
The Blues, according to London World are keen to sign the striker but have not been able to agree a fee with his club, Ojodu City.
That has left the door open for Lazio, who have been monitoring the situation, to register their interest.

It would be recalled that Ibrahim had a video phone call with Chelsea star Raheem Sterling, who convinced him to take up the trial at the West London club.
