As part of efforts to curb the activities of imposters deterring proficiency of serving notices on materials tests, the Lagos State Materials Testing Laboratory Agency has revamped all its regulatory processes involved in averting building disasters across the Lagos Metropolis.
Speaking during a forum held on Wednesday at the Lagos State Public Works Corporation Hall, with Non-Technical Consultants alongside Zonal Directors guiding Compliance and Monitoring of Materials Tests activities according to Divisions, the General Manager of the Agency, Engr. Olayinka Abdul charged the gathering with optimal performance using technologically driven strategies to curb mediocrity and quackery in the Agency.
The General Manager, who was represented by the Monitoring and Compliance Zonal Director for Lagos Island / Lagos – Mainland Division, Builder Ajayi Olufemi Saheed, called for prompt and effective service of statutory notices that also allows for timely report delivery platform via e-mail and WhatsApp using a centralized database that links LSMTL with LABSCA, as well as Ministry of Physical Planning and Permit Authority.
She said, “We have deployed personalized strategies that curb activities of imposters and one which fosters professionalism in the act of statutory notice serving to our prospective clientele, to enhance materials tests to all their projects. You are our ambassadors in this regard and we want you to have an amicable experience with them on all test processes. Note that we have adopted these to help eliminate delays associated with physical service even as it aids in providing real-time tracking of compliance, on all notices served”.
Explaining the intricacies of the new strategy, Engr. Abdul recounted that defaulters who ignore notices will face ‘swift sanctions’ including sealing of sites, demolition of illegal structures and prosecution in accordance with the Lagos State Urban and Regional Planning Law.
In her words, “Our Surveillance and Enforcement team have been strengthened to monitor construction sites round the clock, even as they respond swiftly to distressed calls. Let all residents understand that the Lagos State Government under the visionary leadership of His Excellency, Mr. Babajide Olusola Sanwo-Olu has zero tolerance for building collapse to achieve a safer and sustainable Lagos.
According to the Monitoring and Compliance Zonal Director in the Ibeju – Lekki and Eti – Osa Division of Lagos State, Mr. Kunle Adebote, all notices being served to clients, are part of continuously reviewed policy for the safety of Lagos residents.
He started, “This forum allows you to understand the protocol of serving notices using Civil Interactions to
make them comply with safety guidelines laid out by LSMTL, for their well-being. You must tell clients what they need to do in order not to be in harm’s way. You need to learn and implement using prior notices served before enforcement is applied”.
In his address, the Head of the Consultant Relations Unit of the Agency, Mr. Damilare Iyaomolere, averred that all processes adopted including corporate uniforms, identification cards and specialized codes used across diversified areas of the State through issued forms and notices, are designed for effective collation of information on materials tests.
“The process of drafting a bill on materials tests commences with the presentation of Architectural Drawing of the edifice, which should be submitted along with the notice served, so that all necessary tests will be adequately conducted for quality assurance of such building, to stand the test of time”, Mr. Iyaomolere informed.
