JUST IN: KANO ASSEMBLY PASSES BILL TO CREATE THREE SECOND CLASS EMIRATES
Three new second-class emirates have been established by the Kano State House of Assembly through the passage of the Kano State Emirates Council Establishment Bill 2024.
The measure, sponsored by Deputy Speaker Muhammad Bello Bututu, intends to declare Rano, Gaya, and Karaye as second-class emirates and make Kano a first-class emirate.
Speaker Ismail Falgore chaired a session on Tuesday during which the law passed its third reading. Starting at 10:10 a.m., the session ended at 11:06 a.m.
The new Rano emirate will include the local government areas of Rano, Bunkure, and Kibiya, as per the bill. Whereas Karaye emirate will comprise Karaye and Rogo local government areas, Gaya emirate will comprise Gaya, Albasu, and Ajingi local government areas.
The Emir of Kano will have superior authority over the second-class emirs of these emirates. Within their respective territories, they will have the power to counsel the Emir on issues pertaining to public order, territorial disputes, intercommunal strife, and religious problems.
According to Section 3 of the bill, the governor must approve all nominations and actions made by first-class and second-class emirs through the Commissioner for Local Governments. The hierarchical organization is described in Section 4, where the Emir of Kano is designated as the head of state and all other emirs are subordinate leaders who oversee their respective local government districts.
In accordance with Section 4’s guidelines, the governor may designate any qualified individual as a second-class emir under Section 7.
NNPP member representing Rano, Ibrahim Muhammadu, expressed his support for the establishment of the Rano emirate. “The establishment of the Rano emirate is a welcome development. It is one of the ancient emirates that predates Kano state,” he said. Muhammadu also praised the deputy speaker and other party leaders for their support.
The bill notably excludes the Bichi emirate, which was created by former Governor Abdullahi Umar Ganduje but dissolved by the new Kano Emirates Council (Repeal) Law 2024.
The bill will become law once Governor Abba Kabir gives his assent.
