President Bola Ahmed Tinubu has approved clemency for two inmates under the 2025 Instrument of Presidential Prerogative of Mercy, granting reduced prison terms on compassionate and rehabilitative grounds.

According to the official document signed by President Tinubu and dated October 21, 2025, the beneficiaries are Haruna Isah and Maryam Sanda, both of whom had shown remorse and good conduct while in custody.

The instrument, titled Reduced Terms of Imprisonment and Sentence, 2025, was issued to recognize inmates who demonstrated genuine rehabilitation and commitment to reform.

Haruna Isah, aged 35, was convicted for unlawful mining and sentenced to three years’ imprisonment on January 25, 2024. He has already served one year at the Medium Security Custodial Centre, Agodi, Oyo State. His sentence was reduced to two years based on a letter of undertaking dated April 22, 2025, endorsed by Senator Ibra Aliyu Bilbis, pledging support for his rehabilitation and empowerment after release.

Also listed in the document is 37-year-old Maryam Sanda, who was convicted of culpable homicide and sentenced to death by hanging on January 27, 2020, for the killing of her husband, Bilyaminu Bello. Sanda has served six years and eight months at the Medium Security Custodial Centre, Suleja.

Her death sentence was commuted to 12 years’ imprisonment on compassionate grounds and in the best interest of her children. The decision was also influenced by her demonstrated remorse, good behaviour, and positive transformation during incarceration.

The document notes that Sanda has “embraced a new lifestyle, become a model prisoner, and shown remorsefulness,” factors which contributed to the approval of her clemency request.

The Instrument of Presidential Prerogative of Mercy (Reduced Terms of Imprisonment and Sentence, 2025) was made official in Abuja on October 21, 2025.

The presidential clemency forms part of ongoing efforts by the Federal Government to decongest correctional centres nationwide and reintegrate reformed inmates into society under supervised rehabilitation programmes.
