“MY EXPERIENCE AT KUJE PRISON” – SADEEQ SHEHU

Military and security expert, Sadeeq Shehu, writes about his experience in  Kuje Prison on his twitter page, He stated that He decided to go to Kuje Prison for the first time Yesterday to see the location of the attack and try to replay the event in my imagination.

“I also wanted to see if I could identify some contributing factors and compare Kuje’s present security protocols to what may be anticipated for an institution of its caliber,” He said.

Saheed shehu classified the prison as  a medium security(MS) meaning it is suppose to hold inmates whose escape would post just moderate risk to community or inmate with moderate capacity to break jail. “BH/ISWAP/ANSARU terrorist is high risk and should be in MS” He said.

However, he said Kuje is designed to hold 560 inmates maximum but as at time of attack was holding some 1000 inmates that is less supervision.

Even in broad daylight, let alone at night, the primary entrance road to the main gate is effectively hidden from view of the gate sentries by trees and overgrown shrubbery. The outside perimeter wall is only about 6-7 feet high, as opposed to the 8–15 feet that is ideal.

Instead of the usual three coils stacked one on top of the other, only one or two coils of razor wire should be placed on top of the perimeter wall.

Once you cross the first perimeter wall, you are through; there is no second inner fence line. A wide zone of at least 10 yards should separate the outside and inner fence lines of prison structures.

“There are a few CCTV cameras on the towers, but such cameras need to have been on the outer approaches, there were a few fixed, stationary security lights scattered about, but it would be preferable if they could move and indicate to the location of intrusion when activated by motion sensors. I can attest that the light was off during the operation; this may have been caused by an ordinary power loss, an intentional act, or a lack of standby power,” he said.

According to an NCS official who briefed the media, the on-site response team should consist of 38 military, some unidentified police, civil defense, and armed correctional service employees, but it’s unclear if they were on the ground on any given day.

Combining dangerous  inmates who should be housed in maximum security facilities with less dangerous politicians (Nyame Dariye Lawan Kyari) who were being held there went against recommended prison security procedures. This put the less dangerous politicians at risk because their attackers might have shot or kidnapped them for no reason.

He concluded that the comptroller in charge of that axis should fired immediately.
