ENUGU GOVERNMENT WARNS POLITICAL ACTORS AGAINST UNAUTHORISED POSTER DISPLAY, THREATENS N50M FINE

The Enugu State Structures for Signage and Advertisement Agency (ENSSAA) has reiterated its ban on the unauthorised pasting and display of posters across the state, warning that offenders could face fines of up to N50 million.
The agency disclosed this in a statement issued on Wednesday by its General Manager, Hon. Francis Aninwike, stressing that the prohibition applies to all forms of posters, including those displaying the names, photographs, logos, slogans and messages of political parties, candidates and aspirants.
The warning comes ahead of the September 26, 2026 Enugu State local government elections and the 2027 general elections, as political activities are expected to increase across the state.
ENSSAA said the ban was backed by the Enugu State Structures for Signage and Advertisement Agency Law No. 12 of 2016, particularly Sections 4(1)(g), 33 and 34(4)(9), which empower the agency to regulate outdoor advertising and the display of posters and other promotional materials.
According to the agency, no individual, political party, candidate, aspirant, campaign organisation or supporter is authorised to paste, affix or display posters on buildings, walls, fences, bridges, electricity poles, road infrastructure, public facilities or any other public or private surface within the state.
The agency explained that the restriction was aimed at curbing the indiscriminate defacement of public and private property while preserving the environmental cleanliness and aesthetic appearance of communities across Enugu State.
ENSSAA also cautioned printers and printing establishments against producing or facilitating the production of posters intended for unauthorised display.
It warned that where an unauthorised poster is traced to a particular printer, the printer could be investigated and sanctioned if found to have participated in the violation in accordance with the law.
The agency further stated that individuals caught violating the prohibition would face the applicable financial penalties and other sanctions stipulated by law.
ENSSAA urged political parties, candidates, aspirants and campaign organisations to make use of approved advertising channels, including radio, television, newspapers, digital platforms and authorised billboards, for their campaigns.
It emphasised that the prohibition would be enforced without fear or favour, regardless of political affiliation, status or position.
The agency therefore urged all political actors and members of the public to comply with the directive, stressing that the ban remains in force across the state.
