LAGOS GOVT PRESENTS APPROVED STANDARD OPERATING PROCEDURES TO SAFE WOMEN SHELTER OPERATORS

The Lagos State Government, through the Ministry of Women Affairs and Poverty Alleviation, has presented the approved Standard Operating Procedure (SOP) booklet to operators of Safe Women Shelters across the State, as part of efforts to strengthen the standard of care, protection and support provided to women and girls seeking refuge in the shelters.
Speaking at the Periodic Review and Policy Update for Safe Women Shelters in Lagos State, held in Ikeja, the Honourable Commissioner for Women Affairs and Poverty Alleviation, Hon. Bolaji Cecilia Dada, said the presentation marked an important step in translating the Ministry’s commitment to improving shelter services into action.

She recalled that the Ministry had engaged Chief Executive Officers of organisations managing Safe Women Shelters on 10th March, 2026, to develop a common framework for effective shelter management. She explained that the approved SOP provides guidance on shelter management, safeguarding, confidentiality, referrals, case management, accountability, monitoring and the general welfare of women and girls.
The Commissioner stated that the SOP would be reviewed periodically in consultation with relevant stakeholders to ensure that it remained practical and responsive to the changing needs of vulnerable women and girls. She also disclosed that the Ministry would conduct periodic visits to Safe Women Shelters across the State to assess compliance, understand challenges and provide necessary guidance, noting that the visits would serve not only as a compliance exercise but also as an opportunity to strengthen the shelter system.
In her vote of thanks, the Permanent Secretary of the Ministry, Mrs. Rianat Ajibike Onigbanjo, appreciated the Commissioner for her leadership and commitment to strengthening the Safe Women Shelter system. She also commended the Directors in the Ministry, particularly the Director, Non-Governmental Organisations, Mrs. Itunu Babarinde, as well as the various shelter operators and stakeholders who contributed to the development and review of the SOP. She encouraged shelter operators to study the document carefully and ensure that its provisions were reflected in their daily operations.
Responding on behalf of the shelter owners, Mrs. Olayemi O. Akinyele of Grace Springs Shelter expressed appreciation to the Lagos State Government for the initiative and for involving shelter operators in the process.
The engagement also featured the presentation of the approved SOP by the Honourable Commissioner to representatives of the various Safe Women Shelters, with a renewed commitment by all stakeholders to provide women and girls in need with safety, dignity, protection and appropriate support.
