ICPC DISCOVERS TWO ADDITIONAL FAKE AGENCIES OPERATED BY FAKE DG

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) has uncovered two additional fake government agencies allegedly operated by Adeniyi Matthew Adeyemi, who falsely presented himself as the Director-General of the Presidential Foreign Intervention Promotion Council (PFIPC).
ICPC Chairman, Dr. Musa Adamu Aliyu (SAN), disclosed this on Thursday while briefing State House correspondents after submitting the commission’s interim report on the activities of the fake agency to President Bola Tinubu at the Presidential Villa, Abuja.
Aliyu said investigations established that Adeyemi was never appointed by the Federal Government and that the Presidential Foreign Investment Promotion Council was never created through any law or executive order.
According to the report, the appointment letter presented by Adeyemi was forged, while the PFIPC unlawfully took over offices and official materials belonging to the defunct Presidential Economic Advisory Council (PEAC).

The ICPC chairman said the fake agency operated from the former PEAC office, engaging in impersonation, false representation and other illegal activities by exploiting weaknesses in verification and inter-agency oversight.
He added that investigators also uncovered two more fictitious agencies—the FCT Investment Promotion Agency (PIFA) and the Foreign Investment Promotion Agency (PIPA).
According to Aliyu, the agencies were created using forged legislative documents and were used to open bank accounts for illegal activities.
He further revealed that Adeyemi later changed the name of the fake agency from the Foreign Investment Promotion Council to the Foreign Intervention Promotion Council in an attempt to broaden its mandate to include revenue generation.
“The investigation found that no funds were approved or released for the fake PFIPC/PEAC, and there were no lapses in the systems of the State House or the Central Bank of Nigeria (CBN),” Aliyu said.
The ICPC recommended the prosecution of Adeyemi, administrative sanctions against public officials who allegedly aided the illegal operations, and reforms to strengthen internal controls and prevent similar incidents.
Officials accused of collaborating with the suspect are said to be from the Office of the Secretary to the Government of the Federation (SGF), the Office of the Head of the Civil Service of the Federation, the Office of the Accountant-General of the Federation, the Budget Office, and the National Information Technology Development Agency (NITDA).
Aliyu stressed that the report is interim, adding that investigations are ongoing to gather more evidence for criminal charges against Adeyemi and his alleged collaborators.
He also disclosed that President Tinubu has been briefed on the findings and reaffirmed his commitment to transparency and accountability in addressing the matter.
