NCAA DIRECTS WITHHOLDING OF SERVICES TO 11 AIRLINES OVER DEBT OBLIGATIONS

The Nigerian Civil Aviation Authority (NCAA) has directed all its directorates to suspend services to 11 domestic airlines until they settle their outstanding financial obligations.

The directive was contained in a memo dated May 22, 2026, signed by the Director of Finance and Accounts, Olufemi Odukoya, and obtained by Newsmen.

According to the memo, the directive followed instructions from the Director-General of the NCAA, Capt. Chris Najomo, under the authority of the “No-Pay-No-Service” policy.

The memo listed the affected airlines as Air Peace Limited, Ibom Air Limited, Arik Air Limited, United Nigeria Airlines, Umza Air, NGeagle Airline, Max Air Limited, Caverton Helicopters, Overland Airways, Rano Air, and ValueJet.

It stated that no directorate within the NCAA should render any service to the affected operators without prior financial clearance from the Directorate of Finance and Accounts.

Reiterating the directive, the memo noted: “No directorate should render any service to the affected airlines without financial clearance from the Directorate of Finance and Accounts.”

The development is linked to outstanding statutory obligations, including the five per cent Ticket Sales Charge (TSC) collected by airlines on behalf of the regulator.

Reacting to the development, aviation consultant Adeola Fadairo described the move as justified, arguing that the funds involved are statutory levies paid by passengers and held in trust by airlines for regulatory authorities.

He stressed that such funds are meant to support aviation safety oversight, consumer protection, and sector regulation, and should not be retained by operators for operational use.

Fadairo added that failure to remit such charges constitutes a breach of trust and undermines the financial sustainability of the aviation regulatory framework.
