The Academic Staff Union of Polytechnics (ASUP) has given the Federal Government 21 days to meet its outstanding commitments as contained in an agreement signed with the union.

President of ASUP, Mr. Shammah Kpanja, disclosed this on Thursday in Abuja while briefing journalists at the end of an emergency meeting of the union’s National Executive Council (NEC).

Kpanja said the demands include the immediate release of a circular to implement the payment of Peculiar Academic Allowance (PAA) to academic staff in polytechnics, as agreed in the 2010 ASUP/FGN pact.

He lamented that instead of making budgetary provisions for the allowances, the item had been removed from the budgeting template, with the Federal Ministry of Education failing to take decisive action.

The ASUP president further criticised the National Board for Technical Education (NBTE) for continuing to outsource the accreditation process for polytechnics despite earlier assurances to discontinue the practice.

Other grievances include the non-implementation of the 25/35 per cent arrears from the salary review, which covers 12 months and was already captured in the budget but yet to be released; the failure of most state governments to implement the new national minimum wage; and the continued delay in approving a dual mandate structure to end discrimination against Higher National Diploma (HND) holders.

“In view of these issues, the NEC has resolved to issue a 21-day ultimatum to the government. Failure to address them satisfactorily may compel the union to declare a trade dispute and withdraw the services of our members across public polytechnics and monotechnics nationwide,” Kpanja warned.
