LAGOS GENERATED MORE IGR THAN 22 STATES COMBINED IN 2025 — NBS

Lagos State generated more Internally Generated Revenue (IGR) in 2025 than the combined revenue of 22 other states, according to data from the National Bureau of Statistics.
The state recorded N1.77tn in IGR during the year, while the 22 states ranked below the top 15 jurisdictions collectively generated N909.35bn.
The NBS disclosed this in its 2025 Internally Generated Revenue Report, which showed that the 36 states and the Federal Capital Territory generated a combined N5.15tn in 2025.
The figure represents a 40.93 per cent increase from the N3.65tn generated in 2024.

Lagos recorded the highest IGR among all states and the FCT, with its N1.77tn revenue significantly exceeding that of the other jurisdictions.
Rivers ranked second with N428.42bn, followed by Enugu with N406.77bn. The FCT generated N356.34bn, while Ogun recorded N252.36bn.
Delta followed with N202.49bn, while Edo generated N132.21bn. Oyo recorded N103.25bn, Kano N102.26bn and Akwa Ibom N100.80bn.
The NBS data showed that Lagos’ revenue was higher than the combined IGR of the 22 states from Katsina to Yobe.
The 22 states recorded the following figures:
- Katsina — N64.29bn
- Ondo — N60.32bn
- Cross River — N58.64bn
- Ekiti — N57.09bn
- Anambra — N57.03bn
- Osun — N56.84bn
- Bauchi — N52.79bn
- Bayelsa — N50.30bn
- Plateau — N45.10bn
- Gombe — N43.96bn
- Kogi — N43.94bn
- Imo — N43.65bn
- Borno — N36.36bn
- Adamawa — N33.76bn
- Nasarawa — N32.57bn
- Kebbi — N31.23bn
- Zamfara — N30.07bn
- Benue — N29.57bn
- Taraba — N28.16bn
- Sokoto — N20.48bn
- Ebonyi — N17.18bn
- Yobe — N16.01bn
Together, the 22 states generated about N909.35bn, leaving a difference of approximately N859.85bn between their combined revenue and Lagos’ N1.77tn.
The report further showed that the top 15 jurisdictions generated more than N4.24tn in IGR during the year.
The NBS said the total revenue was made up of tax revenue and revenue generated by Ministries, Departments and Agencies.
Tax revenue accounted for N3.79tn, while MDAs contributed N1.36tn.
PAYE generated the largest share of tax revenue at N2.64tn, followed by withholding tax at N503.46bn and other taxes at N300.21bn.
Direct assessment contributed N112.65bn, stamp duties N111.57bn, road taxes N49.88bn and capital gains tax N12.40bn.
Overall, the 36 states and the FCT generated N5.149tn in Internally Generated Revenue in 2025.
