
KEYAMO, DALIL UAE SIGN MOU ON ADVANCED CARGO INFORMATION SYSTEM

The Federal Government has entered into a Memorandum of Understanding with DALIL UAE to establish a framework for the implementation of Advanced Cargo Information (ACI) across airports in Nigeria.
This agreement was formalized on September 12, 2025, during a high-level delegation to Abu Dhabi, United Arab Emirates, spearheaded by the Minister of Aviation and Aerospace Development, Mr. Festus Keyamo.
The MoU will facilitate collaborative efforts, provide technical assistance, and support phased execution of ACI systems, commencing with feasibility studies in October 2025 and a nationwide deployment expected by the third quarter of 2026.

During the meeting, Keyamo emphasized that the incorporation of ACI would enhance aviation security by enabling early identification of high-risk cargo, while also improving operational efficiency and alleviating clearance delays.
He noted that it would “enhance government revenue assurance through real-time data. Facilitate trade and position Nigeria as a regional logistics hub and ensure compliance with the International Civil Aviation Organisation and World Customs Organisation, ICAO/WCO, global standards.”
Additionally, DALIL UAE, during the session, demonstrated how real-time data enhances cargo processing, risk assessment, and revenue generation.
