FINANCE BILL 2027: FG OPENS SUBMISSIONS FOR PUBLIC PROPOSALS

The Federal Government has opened submissions for the Finance Bill 2027, inviting Nigerians, businesses and other stakeholders to submit proposals aimed at improving the country’s fiscal and economic system.
The Federal Ministry of Finance announced the call in a notice posted on X on Friday, urging stakeholders to submit practical and evidence-based recommendations for consideration in the preparation of the bill.
The invitation is open to members of the public, businesses, investors, professional bodies, civil society organisations, academics, public institutions and other interested stakeholders.
Proposals may cover areas including taxation and revenue administration, tax policy, revenue mobilisation, compliance, taxpayer services, incentives, customs and excise.
Stakeholders can also submit recommendations on fiscal policy and management, budgeting, public financial management, public debt, revenue and expenditure management, fiscal sustainability and the relationship between the Federal Government and other levels of government.
Other areas include fiscal responsibility, transparency and accountability, financial and economic regulation, capital markets, investment, cross-border capital flows, anti-money laundering and financial reporting.
The ministry also welcomed proposals on laws, regulations, policies or institutional arrangements that require amendment, harmonisation or introduction to improve Nigeria’s competitiveness and economic governance.
The government advised contributors to be specific when proposing amendments to existing laws, encouraging them to identify the relevant law and provision and, where possible, provide proposed drafting language.
The submission template requires contributors to outline the issue, relevant law and existing provision, proposed amendment or draft provision, justification and expected impact.
According to the ministry, priority will be given to proposals addressing gaps, ambiguities, inconsistencies and implementation challenges in existing laws and regulations.
It also wants reforms that can reduce unnecessary regulatory and administrative burdens, improve the ease of doing business and investment, boost productivity and promote economic efficiency.
The government is further seeking measures to harmonise conflicting or overlapping provisions, reduce leakages and abuse, strengthen institutional coordination, and improve transparency, accountability, revenue mobilisation and fiscal sustainability.
HOW TO SUBMIT
Proposals can be submitted via email to financebill2027@fmf.gov.ng. Contributors can also use the online submission form provided by the Federal Ministry of Finance.
Applicants are required to provide their name or organisation, contact person, email address, telephone number, sector or industry, and state or location.
For each proposal, contributors should state the issue, relevant law and existing provision, proposed amendment or draft provision, justification and expected impact.
The deadline for submissions is Friday, September 11, 2026.
The ministry urged stakeholders to submit clear, practical and implementable proposals capable of producing measurable improvements in Nigeria’s fiscal and economic outcomes.
