KADUNA IGR RISES TO N85BN UNDER UBA SANI — KADIRS BOSS

The outgoing Executive Chairman of the Kaduna State Internal Revenue Service, Jerry Adams, has attributed the steady increase in the state’s Internally Generated Revenue to Governor Uba Sani’s political will and non-interference in the agency’s operations.
Adams disclosed this on Thursday while speaking at the ongoing 160th meeting of the Joint Revenue Board in Kaduna.
He said Kaduna’s IGR increased from N58bn before 2023 to N62bn in 2023, N71bn in 2024 and N85bn in 2025.
According to him, the state is now on course to generate about N120bn annually, with average monthly collections projected at N10bn.
Adams explained that the recent growth represented a more sustainable revenue strategy, driven by efforts to expand the tax base rather than relying solely on existing taxpayers.
He recalled that between 2019 and 2023, the highest annual revenue collection recorded by KADIRS was N59bn in 2022, with an average monthly collection of about N4.8bn.
However, he noted that a significant portion of the earlier revenue came from back-duty recoveries, the sale of government properties and other one-off collections rather than organic growth in the state’s tax base.
He said the agency subsequently changed its strategy by focusing on bringing more individuals and businesses into the tax system.
Adams said KADIRS also digitised its operations through the PAYKADUNA portal and Project C.R.A.F.T. to improve revenue administration, strengthen fiscal transparency and reduce leakages.
He added that the agency recruited more personnel, provided working tools, expanded capacity-building programmes and established three additional area offices to complement the existing 34 offices across the state.
According to him, KADIRS also strengthened collaboration with the Joint Revenue Board, Nigeria Revenue Service and Nigerian Financial Intelligence Unit, particularly through data sharing, which helped identify previously undetected taxable activities.
Adams further disclosed that tax compliance in Kaduna had increased from about 30 per cent to approximately 65 per cent, attributing the improvement to growing trust between taxpayers and the government.
He stressed that the increase in revenue should not be viewed as the achievement of KADIRS alone but as the result of collective efforts by the state government, taxpayers, ministries, departments and agencies, and other stakeholders.
