OSUN ASSEMBLY MOVES TO REGULATE PARK MANAGEMENT WITH NEW BILL

The Osun State House of Assembly has introduced a bill seeking to establish a Park Management System to promote orderliness, accountability and safety in motor parks across the state.
The Osun State Park Management System Bill was presented during Monday’s plenary by the Chairman of the House Committee on Works and Transport, Abiola Waheed, who is also sponsoring the private member’s bill.
Waheed explained that the proposed legislation would create a structured framework for managing motor parks across Osun, while regulating revenue collection and curbing leakages in the state’s internally generated revenue.
He added that the bill would prohibit thuggery and other violent activities in motor parks if enacted into law.
According to him, the proposed system would also support the digitalisation of ticketing and promote greater order and safety in the parks.
Contributing to the debate, lawmakers said the bill could improve revenue generation and reduce leakages while strengthening accountability in motor park operations. They also noted that it could enhance the protection of drivers and passengers against extortion and other abuses.
The Speaker of the House, Adewale Egbedun, said the proposed legislation would provide several benefits to the state.
The bill subsequently passed its second reading during Monday’s plenary.
The development followed an earlier directive by Governor Ademola Adeleke for rival groups to immediately vacate motor parks amid a dispute over the control of parks and garages.
Adeleke had also announced plans to reintroduce the Park Management System as part of efforts to restore order and prevent further violence in the state’s motor parks.
The governor’s directive followed the killing of the Ajagungbade Emir, which was reportedly linked to a dispute over the leadership and control of a motor park.
Adeleke directed the Commissioner of Police to arrest those allegedly responsible for the killing and ensure that they were prosecuted.
He also ordered security agencies to restore normalcy in the affected parks and maintain law and order across the state.
The governor further announced that an Executive Order would be issued to formally establish the new management structure for parks and garages.
With the bill now before the House, the proposed Park Management System is moving from an executive directive towards a legislative framework that could provide a legal basis for regulating and managing motor parks across Osun State.
