FCTA HALTS ‘ILLEGAL’ CONSTRUCTION AT RIVER PARK ESTATE

The Authority of the Nigerian Federal Capital Territory Administration (FCTA) has halted the construction of more than 30 sub-structures at the River Park Estate for purportedly breaching planning regulations.

The administration accused the concerned developers of proceeding with construction despite the annulment of their lease agreement and recommendations from a ministerial committee that all undeveloped parcels in the estate be returned to the FCTA. It is important to note that the FCT Minister, Nyesom Wike, inaugurated an ad-hoc committee on August 8, 2025, to review the controversies surrounding the River Park Estate.

Barrister Salman Dako, who chaired the committee, submitted its report to the Minister last week, indicating that the revocation of the undeveloped lots was necessitated by the expiration and violation of the Development Lease Agreement (DLA) and the imperative to reestablish administrative oversight over the involved plots in accordance with Clause 9.2 of the DLA.

The committee, however, recommended that holders of previous “customary” titles falling within the River Park Estate parameters and who have developed their properties in compliance with relevant planning and development control regulations be allowed to maintain their titles. This recommendation is consistent with the prevailing court ruling referenced in paragraph 16.3.

Meanwhile, the Director of Development Control, Mukhtar Galadima, who led enforcement officers to the site on Wednesday, indicated that the action was prompted by reports that the developers were laboring intensively to circumvent the directive.

He stated, “Approximately a week ago, an event was held at the Honourable Minister’s office where two committees presented their reports. One of the committees addressed issues related to the River Park Estate development, and one of the recommendations was that all undeveloped plots within the estate be reverted to the FCTA.

“We received information that certain developers were hastily working day and night to try to develop some of the vacant plots. Consequently, as an agency, we issued them a notice to cease work. This morning, upon our arrival, we observed them actively constructing, which is why we are dismantling the structures, including the excavations and all constructions on the site. ”

Galadima revealed that over 30 foundations had already been excavated but affirmed that they would be filled in.

He cautioned, “Whatever we observe on site, we will remove. This is merely the beginning. Fortunately, they are currently at the excavation stage, but any new constructions that arise will also be dismantled. ” Regarding assertions that Paulo Homes was involved in the development, Galadima stated that the matter would be clarified by the legal secretariat.

“From the report provided by the committee, it appears that there existed a development lease agreement that has already lapsed,” he explained.

He emphasized that any further unauthorized building attempts would be met with immediate action.

The Director indicated, “Over 30 foundations have been excavated, and we will cover them all. Should any new structures emerge, there will be further removals,” he stated, noting that legal action could ensue.
That is the reason I indicated that the legal secretariat is in a superior position to determine the subsequent course of action. There is a possibility of prosecution. Undoubtedly, we anticipate that individuals will voice their concerns. It is to be expected.

Some inhabitants reported that they were already enduring the consequences of the crisis.

An affected resident, Pastor Chimdi Obwe, who resides in the neighboring Ciarudi area, stated that he had been barred from entering his home by the developer and has suffered a loss of part of his property.

“I have been prevented from accessing my house for an extended period. Due to the actions taken by Paulo Homes in this area, the exit they provided us was suddenly obstructed. Just look at my children; we have had to navigate such difficulties. My fence was destroyed. Now I am unable to drive to my residence. I have to park elsewhere and walk because the access road is blocked. That is the issue,” he expressed with regret.
