TINUBU ORDERS ICRC TO IMPLEMENT GAS COMMAND CENTRE

President Bola Tinubu has instructed the Infrastructure Concession Regulatory Commission to oversee the implementation of the Federal Government’s National Gas Infrastructure Command Centre (NGCC) strictly through a Public-Private Partnership (PPP) model, ensuring no public funding or contingent liabilities fall on the government.

The Director-General of ICRC, Dr Jobson Ewalefoh, announced this at the inaugural meeting of the NGCC Project Steering Committee, emphasizing that the commission would guarantee full compliance with presidential approval and established PPP procedures.

A statement released Monday by the Head of Media and Publicity, Ifeanyi Nwoko, highlighted that the NGCC, intended as a strategic national platform for real-time monitoring and coordination of Nigeria’s gas infrastructure, must be entirely financed by private partners without recourse to public funds or sovereign guarantees.

The statement added that the President’s directive underscores a commitment to fiscal discipline, private-sector-led infrastructure development, and the safeguarding of public resources.

Ewalefoh stated, “Technology by itself does not ensure a project’s viability. Automation alone cannot make a project bankable. Every proposal must undergo a structured Public-Private Partnership framework that carefully assesses feasibility, risk allocation, affordability, and sustainability before moving forward.”

He added, “Public interest, value for money, financial prudence, and strict regulatory compliance will guide every step of this process.”

The ICRC Director-General emphasized that, although the NGCC holds strategic significance for Nigeria’s energy sector, its importance does not supersede the need for disciplined project planning and strict adherence to regulatory safeguards.

The NGCC, established as a Public-Private Partnership initiative, is intended to deliver centralized operational oversight across Nigeria’s gas value chain, improve emergency response management, and promote greater transparency in gas infrastructure operations.
