The United States Department of Justice (DOJ) has charged a Nigerian national, Olatunbosun Osukoya, alongside 323 individuals in a sweeping national crackdown on health care fraud schemes that have allegedly resulted in over $14.6 billion in intended losses.

According to a statement released on Thursday and obtained from the DOJ website, the coordinated operation involved defendants from 50 federal districts and 12 State Attorneys General’s offices. Those charged include 96 medical professionals such as doctors, pharmacists, and nurses accused of exploiting patients and taxpayers through fraudulent medical billing.

Osukoya, 67, of Plano, Texas, and owner of Cambridge Diagnostics (operating as Ayo Biometrics LLC), was indicted for conspiracy to commit health care fraud. He is accused of submitting over $25 million in false medical claims to Medicare, TRICARE, and other insurance programs, primarily for expensive electroencephalogram (EEG) testing.

The indictment alleges that Osukoya recruited insured individuals for unnecessary testing and paid illegal kickbacks to physicians and other referrers. To disguise the fraudulent activity, Osukoya and his co-conspirators allegedly falsified diagnoses and disguised kickbacks as loans, consultancy fees, and medical directorships.

The DOJ said Osukoya received over $5 million in payments from insurers and paid more than $450,000 in illicit kickbacks.

The case is part of the 2025 National Health Care Fraud Takedown—a major effort by U.S. law enforcement to root out large-scale fraud within the health care system.

Meanwhile, it was also reported that another Nigerian, 47-year-old Newton Ofioritse Jemide, was sentenced to three years and five months in U.S. prison after being extradited from France. Jemide was convicted for fraudulently obtaining $8 million in disaster relief grants intended for vulnerable American citizens.
