The All Progressives Congress Presidential Campaign Council has instructed ministers, political appointees and members of its 2027 campaign council to attend only campaign rallies organised in their respective home states.

The directive was contained in a circular dated Tuesday and signed by the council’s Director-General, Senator Abdulaziz Yari Abubakar.

Addressed to all directors and heads of directorates, the circular outlined guidelines for participation in the party’s presidential campaign rallies across the states and geopolitical zones.

The council said the guidelines became necessary as preparations for the 2027 presidential campaign intensified.

“As the 2027 Presidential Campaign Council (PCC) intensifies its campaign activities across the states and geopolitical zones, it is imperative to provide clear guidelines on participation at campaign rallies for strict compliance,” the circular stated.

It described the rallies as opportunities to mobilise support for the APC and present the achievements of President Bola Tinubu’s administration to voters.

“Campaign rallies are intended to energise the base of the All Progressives Congress (APC) in the states and zones, and to communicate the achievements of His Excellency, the President, to the electorate,” it added.

The council directed directorates without specific responsibilities at the rallies to concentrate on their assigned duties and ensure the implementation of their approved work plans and budgets.

Ministers and other political appointees were specifically instructed to restrict their attendance to rallies held in their home states.

“They are required to attend only the rallies held in their home states,” the circular stated.

They were also asked to prioritise grassroots mobilisation across their polling units, wards and Local Government Areas in line with the campaign’s pyramid structure.

The restriction also covers members of the Presidential Campaign Council, who were directed to attend only rallies in their respective home states while focusing on the execution of their directorates’ approved work plans.

According to the circular, they are expected to concentrate on implementing their directorates’ programmes and mobilising support at the polling unit, ward and local government levels.

Members of the APC National Working Committee were similarly instructed to focus on party activities and mobilisation within their respective states and geopolitical zones.

However, the directive exempted the National Chairman, National Secretary, National Women’s Leader, National Youth Leader and National Organising Secretary from the restriction. Other members of the committee were expected to attend rallies in their home states.

The council also announced plans to increase the visibility of the party’s legislative candidates during the rallies.

It said it intended to give greater prominence to APC candidates contesting for seats in the State Houses of Assembly, House of Representatives and Senate.

Directors were subsequently directed to communicate the guidelines to all officers under their respective directorates and ensure strict compliance.

The directive comes about three weeks after Tinubu announced that he would not attend every APC campaign rally ahead of the 2027 general election, citing the demands of governance and the country’s financial commitments.

Speaking on October 14, 2026, at the inauguration of the Presidential Campaign Council in Abuja, the President urged members to lead the party’s mobilisation efforts nationwide while he concentrated on his responsibilities as head of state.

“You’ve warned me not to allow the rigour of the campaign to distract me from governance, I hear you. I am in full agreement with your decision. Nigeria needs more attention now,” he said.

Tinubu also informed the council that he would be unable to accompany members to every campaign event.

“So, you will excuse me from going everywhere with you, we have bills to pay. The American creditors cannot wait,” he added.

He, however, assured party members that he would make time to address Nigerians directly while the campaign council coordinated activities across states and local government areas.

The APC subsequently released a nationwide campaign timetable covering the 36 states and the Federal Capital Territory, with Tinubu scheduled to lead rallies in 12 states, including Rivers, Plateau, Oyo, Borno, Enugu, Bauchi, Sokoto, Delta, Kano and Adamawa.

Lagos is scheduled to host the grand finale on January 9, 2027.

The latest circular ended with an appeal for cooperation and commitment from party officials to ensure the success of the campaign.
