GOVERNORS ENDORSE TINUBU’S PLAN FOR DIRECT OIL REVENUE REMITTANCE TO FEDERATION ACCOUNT

Thirty-six state governors, under the Nigeria Governors’ Forum (NGF), have expressed strong support for President Bola Tinubu’s reforms mandating that oil and gas revenue entitlements be remitted directly into the Federation Account. The governors described the move as essential for enhancing fiscal transparency, predictability, and constitutional compliance across all levels of government.
In a statement on Monday, NGF’s Director of Media and Strategic Communications, Yunusa Tanko Abdullahi, reaffirmed the Forum’s backing for Executive Order 9, signed by Tinubu on February 13, 2026. The order realigns oil and gas revenue flows with constitutional provisions and clarifies regulatory responsibilities within the petroleum sector.
The statement read in part:
“The NGF, chaired by His Excellency AbdulRahman AbdulRazaq, supports reforms requiring oil and gas revenues — including royalty oil, tax oil, profit oil, and profit gas — to flow directly into the Federation Account. This strengthens fiscal transparency, predictability, and constitutional alignment across all tiers of government.
“The integrity and predictability of Federation Account inflows are foundational to Nigeria’s fiscal federalism. Clear and reliable revenue flows directly impact capital planning, debt sustainability, infrastructure delivery, and public service provision at federal, state, and local levels.”
The Forum highlighted that delays and complexities in current remittance pathways weaken fiscal predictability, affecting states’ ability to deliver essential services to Nigeria’s population of over 220 million.
Commenting on the development, NGF Chairman and Kwara State Governor AbdulRahman AbdulRazaq said:
“The Federation Account is the backbone of Nigeria’s intergovernmental fiscal system. Clear and predictable remittance of nationally owned resources strengthens planning, delivery, and fiscal stability. The Governors’ Forum supports reforms that improve transparency, enforce constitutional alignment, and boost the capacity of governments to meet the needs of our growing population.”
The NGF emphasized that reforms enhancing fiscal coherence and reinforcing constitutional frameworks ultimately benefit the entire federation. The Forum reiterated its commitment to working with the Federal Government to ensure that these fiscal reforms translate into better development outcomes for Nigerians.
