LAGOS PLEDGES FULL SUPPORT FOR ZERO-TOLERANCE POLICY ON BUILDING COLLASPSE BY LSMTL

As General Manager, LSMTL assures of precision, improved Quality Assurance in Laboratory Tests.
The Lagos State Government has reaffirmed its commitment to curbing incidents of building collapse with a pledge of full institutional, technical and political support to the Lagos State Materials Testing Laboratory Agency, aimed at strengthening Regulatory Enforcement across the Construction Sector.
The Lagos State Head of Service, Mr Bode Agoro, made this known at the Flag- off of the Agency’s Inaugural 2026 Management Retreat on Tuesday, 24th March 2026 which held at Jubilee Chalets, Epe.
He stressed that the State Government will continue to provide the necessary tools, enabling environment and Political support required to ensure success of the Zero-tolerance Policy , on building collapse.
Agoro, who was represented by the Permanent Secretary, Lagos State Independent Electoral Commission, Mr Abdulrafiu Omowole Fashola, noted that such support must be matched with diligence, integrity and unwavering commitment to excellence, by Officials of the Agency.
He described the Policy as a deliberate and non-negotiable response by the Administration of the Lagos State Governor , Mr. Babajide Sanwo-Olu to address the persistent challenge of building collapse amidst rapid urbanization.
According to him, while Lagos continues to grow as Nigeria’s economic hub, the integrity of its infrastructure must not be compromised, identifying substandard materials and weak regulatory compliance as major contributors to structural failures.
He emphasized that enforcement must go beyond Policy pronouncements, urging the Agency to ensure strict compliance through thorough Materials testing, consistent site inspections and Professional Accountability.
Also speaking in a Goodwill message, the Permanent Secretary, Parastatals Monitoring Office; Dr Olugbenga Aina, commended the ongoing transformation within the Agency, noting that decisive Leadership and Strategic reforms are positioning it for improved service delivery.
He emphasised the need for sustained collaboration among relevant Government Agencies, to achieve sanity in the built environment and encouraged participants to develop innovative, policy-driven solutions in order to tackle building collapse.
Earlier, the General Manager of LSMTL, Engr Olayinka Abdul, informed that the Retreat themed “ Implementing & Sustaining Zero Tolerance Policy on Building Collaspse in Lagos State” was convened to translate Government Policy into actionable Strategies, thus , positioning the Agency to a Proactive and World-class Regulatory Body.
She highlighted key reforms, including Infrastructural expansion, establishment of additional Sample Collection Centres across the State, and deployment of Modern Testing equipment and Mobile Collection Units to enhance Operational Efficiency and Enforcement.
Engr. Abdul assured that the Agency is intensifying efforts to guarantee proficiency in Laboratory testing, disclosing that the adoption of Advanced Equipment and improved Laboratory processes, will significantly enhance precision and Quality assurance.
She added that sustaining the zero-tolerance policy requires strong institutional discipline, proper maintenance of facilities and a shared sense of responsibility among members of staff.
The Forum, which commenced on Tuesday, March 24, 2026, at Jubilee Chalets, Epe, has its Key highlights to include Policy review Sessions on Enforcement of the Lagos State Urban and Regional Planning with Development Law, as well as the Certified Structural Integrity Programme (CSIP), strategies, to combat the use of substandard Materials, strengthening Professional Accountability through the Certified Accreditors Programme (CAP), alongside discussions on Integrated Urban Safety, into broader sustainability and development initiatives.
