LAGOS GOVT HOLDS SECOND STAKEHOLDERS’ ENGAGEMENT ON GREENHOUSE GAS REGISTRY IMPLEMENTATION

The Lagos State Ministry of Environment and Water Resources, on Wednesday held the second Stakeholders’ Engagement on the implementation of the Lagos Greenhouse Gas Registry (LGHGR).
The forum, held in collaboration with Swanlux Global Investments Limited and TPHG Technologies, took place at Assbifi Events Centre, Alausa, Ikeja.
Organised together with the Lagos State Environmental Protection Agency (LASEPA), the event brought together representatives of government agencies, industries, regulatory bodies, environmental consultants, and private-sector operators who will interface with the registry.
Declaring the session open, the General Manager of LASEPA, Dr. Tunde Ajayi, said the state government is committed to establishing a transparent and verifiable emissions monitoring system that will strengthen environmental governance and support Lagos’ long-term climate action agenda.
He noted that the LGHGR would provide a reliable platform for tracking emissions across major sectors of the economy and preparing Lagos-based organisations for future carbon trading opportunities.
Speaking on the development and implementation of the registry, Dr. Mofoluso A. Fagbeja of TPHG Technologies Limited, explained that Lagos recorded an estimated 24 million tonnes of CO₂-equivalent emissions in 2019 and warned that emissions could rise to 60 million tonnes by 2050 without significant intervention.
Dr. Fagbeja outlined the structure of the registry, which is being developed in line with the Intergovernmental Panel on Climate Change (IPCC) guidelines.
He highlighted the classification of 135 subsectors across manufacturing, waste management, energy, commercial establishments, agriculture, and transportation.
According to him, the digital registry platform designed to support emissions measurement, reporting, verification, and future cap-and-trade carbon market operations will become fully operational in the first quarter of 2026.
Also speaking at the event, Ms. Rita Ariyo of TPHG Technologies Limited, stated that the framework that will oversee the registry’s integrity and accountability, including the Advisory Board, Technical Advisory Committee (TAC), Carbon Market Oversight Committee (CMOC), Conflict Resolution Committee (CRC), Public Engagement and Oversight Committee (PEOC), Funding and Resource Allocation Committee (FRAC), and the Lagos GHG Registry Management Team (LGHGR-MT).
According to her, each body will play a specific role in ensuring scientific rigour, transparency, financial sustainability, emissions verification, and stakeholder engagement as Lagos prepares for a functional carbon-market ecosystem.
Participants reviewed operational guidelines, data reporting templates, compliance requirements, and emissions calculation methods that organisations in Lagos are expected to align with ahead of the registry’s rollout.
The meeting forms part of ongoing efforts by the state government to establish a comprehensive and globally compliant greenhouse gas registry aimed at improving environmental regulation, attracting green investment, enhancing public health outcomes, and positioning Lagos as a regional leader in climate transparency and carbon accounting.
