LASBCA REAFFIRMS DEDICATION TO UPHOLDING BUILDING REGULATIONS

The Lagos State Building Control Agency (LASBCA) has reaffirmed its commitment to enforcing building regulations amid Lagos’s rapid urban growth and increased construction activities.

Gbaye Florence, General Manager of LASBCA, emphasized the agency’s mandate, stating that it exists “to protect lives and property by enforcing building regulations and standards that guide construction activities across the state.”

In a statement issued on Monday, she highlighted that as one of Africa’s fastest-growing megacities, Lagos requires robust regulatory oversight to ensure development remains safe, orderly, and sustainable.

LASBCA operates under the Lagos State Urban and Regional Planning and Development Law, which grants it the authority to regulate building construction, monitor compliance with approved plans, and prevent structural failures.

According to the GM, building regulations are “not designed to hinder development but to provide a framework that guarantees structural stability, environmental safety, and public confidence.”

She stressed that all categories of buildings—residential, commercial, or industrial—must meet minimum safety standards before and during construction.

She noted that central to the agency’s work is the enforcement of the Lagos State Building Code, which prescribes technical standards for design, materials, workmanship, and construction methods.

The agency noted that these standards cover structural integrity, fire safety, ventilation, electrical systems, sanitation, and accessibility.

Gbaye Florence explained that adherence to these regulations ensures buildings can withstand environmental pressures such as heavy rainfall, soil movement, and increased occupancy—challenges common in Lagos.

She emphasized that “no building project is permitted to commence without proper approval of architectural and structural designs by qualified professionals.”

According to Florence, submitted designs are carefully reviewed to ensure compliance with approved land use, zoning regulations, and safety requirements—a process that protects developers from future losses while safeguarding occupants and neighboring communities.

The General Manager stressed that “compliance must extend beyond paper documentation to actual practice on construction sites.” She added that agency officers conduct regular inspections to verify adherence to approved plans and the use of appropriate materials, with any deviations promptly addressed to prevent structural compromise.

On enforcement, Florence noted that while LASBCA prioritizes guidance and corrective measures, it will issue stop-work orders and impose sanctions when violations present serious risks, adding that “building regulations are non-negotiable when public safety is at stake.”

She also highlighted the agency’s adoption of digital platforms for plan submissions and project monitoring, a move that has reduced delays and enhanced transparency.
