VIDEO: LAGOS HOUSING MINISTRY REAFFIRMS APPROVAL RULE FOR SOLAR PANEL INSTALLATION IN STATE ESTATES

The Lagos State Ministry of Housing has reminded residents of government-owned housing estates that official approval must be obtained before carrying out external alterations or installing solar panels on allocated buildings.
The clarification was issued by the Permanent Secretary of the ministry, Abdulhafis Toriola, following concerns raised on social media over enforcement actions by the ministry’s Monitoring and Compliance Team at the Lagos State Millennium Housing Estate in Ibeshe.
Toriola explained that allottees are required to seek approval for any modification to their apartments or shared structures, including solar panel installation, in line with conditions outlined in allocation documents provided to residents.
According to him, the regulation is intended to protect shared infrastructure such as rooftops, walls, and water systems, while also reducing risks associated with poorly installed solar equipment.
He noted that the ministry introduced stricter guidelines after experiencing repeated cases of roof damage, leakages, and fire outbreaks linked to improper solar installations in state housing estates.
The permanent secretary added that government-owned estates operate as shared residential communities where multiple households depend on interconnected facilities, making regulation necessary to protect the structural integrity of buildings.
The ministry said the guidelines also address issues such as installation standards, material quality, technical expertise of installers, and fair allocation of roof space among residents seeking to use solar systems.
Officials stressed that the policy is aimed at preventing disputes, improving safety, and ensuring insurance protection for buildings in state-owned estates.
Residents were urged to comply with approval procedures to maintain safety, preserve infrastructure, and support peaceful coexistence within government housing schemes.
