FG TO LAUNCH COMPREHENSIVE AND INCLUSIVE COUNTER-TERRORISM STRATEGY

The Federal Administration is concluding the National Counterterrorism Strategy (NACTEST) 2025 to establish a comprehensive and inclusive framework against terrorism following a thorough assessment procedure.

The National Coordinator of the National Counter Terrorism Centre (NCTC), Maj.-Gen. Adamu Laka, revealed this on Tuesday in Abuja during the Final Validation Exercise of the draft strategy.

Laka characterized the occasion as “a notable achievement in our collaborative efforts,” emphasizing that it came after extensive evaluation, discussions, and enhancements over several months.

He stated that once finalized, NACTEST 2025 would function as Nigeria’s comprehensive framework for averting, identifying, and addressing terrorism, while also confronting the underlying factors of violent extremism and promoting national cohesion.

“This validation workshop is not merely about assessing a document; it is about affirming a collective vision that will steer our counterterrorism initiatives in the forthcoming years.

“At every phase, we convened expertise from diverse sectors to ensure that the strategy is explicit, pragmatic, executable, and attuned to the evolving threats we confront.

“We especially encourage our international collaborators to contribute insights that will help align the document with global best practices, particularly in the often underemphasized areas of counter-narratives and strategic communication,” he remarked.

Laka indicated that the strategy embodied a whole-of-government and whole-of-society methodology, integrating prevention, interagency collaboration, resilience, inclusivity, and community involvement at the heart of Nigeria’s national security framework.

He commended the commitment of the participants, urging them to utilize the validation process to identify any outstanding gaps and offer constructive suggestions.

“The effects of the efforts you undertake here today will resonate well beyond these confines.

“You are helping to shape a national strategy that will safeguard our people, strengthen our institutions, and uphold our shared values,” he added.

In his address, the Director of Policy and Strategy at NCTC, Commodore Ahmad Madawaki, stated that the amended strategy is anchored on two foundational elements.

He indicated that the comprehensive government strategy guarantees that Nigeria’s counterterrorism initiatives are orchestrated, holistic, and impactful.

Madawaki mentioned that the inclusive societal strategy involved communities, non-governmental organizations, and the private sector in fostering trust, enhancing social harmony, and challenging extremist narratives.

He observed that the validation process aimed to incorporate counterterrorism efforts alongside the prevention and combatting of violent extremism.

He stated that it corresponded with legal and global standards, and secured endorsement from all essential parties prior to the final revision and dissemination.

“We must guarantee that every ministry, department, and agency comprehends its function in executing this strategy once it is initiated.

“We also appreciate the significance of local engagement. States and municipal governments were actively involved in the evaluation process, particularly during the concluding stages.

“Terrorism is a worldwide issue that necessitates global responses.

“We recognize and appreciate the technical and financial assistance from the international community to strengthen our counterterrorism initiatives,” he remarked.
