However, Manchester City’s Julian Alvarez will be heading to Paris.
Messi, who won an Olympic gold medal in Beijing in 2008, has been excused from international duty in Paris to manage his workload.
The 37-year-old is currently playing at the Copa America in the United States, where the Albiceleste are through to the quarter-finals.
Without Messi, Javier Mascherano has called up goalkeeper Geronimo Rulli, Nicolas Otamendi, and Alvarez for the summer games as the overage picks.
Chelsea have refused to give Fernandez permission to travel to France and the midfielder will join Enzo Maresca and the rest of his team mates for preseason.
