LASBCA REMOVES DISTRESSED BUILDING IN IKOYI

Says Action Taken To Protect Lives, Adjoining Properties

The Lagos State Building Control Agency (LASBCA) has demolished a distressed six-storey residential building located at No. 10 Olufemi Pedro Street, Parkview Estate, Ikoyi, to avert potential danger to residents and neighbouring properties.

The agency said the decision followed the discovery of serious structural defects during a routine monitoring exercise conducted within the Ikoyi-Obalende District.

According to LASBCA, the inspection revealed extensive structural failures, including irreversible differential settlement, indicating severe foundation defects. The settlement reportedly compromised key components of the building, resulting in major vertical and horizontal cracks on beams, columns and slabs.

Officials also observed significant sinking within the compound, which they attributed to poor construction practices by the developer. Efforts by the agency to obtain relevant building control documentation and ensure compliance with regulatory procedures were unsuccessful.

Further investigations showed that the property lacked essential building approval documents, raising concerns that the structure may have been erected without the necessary authorisation from the outset.

Before carrying out the demolition, LASBCA said it served the property with all statutory notices required by law, including a Contravention Notice for Distressed Structure, a Seal-Up Notice and a Demolition Notice.

The agency noted that the building had earlier been sealed by its Enforcement Department, while inspections, documentation, photographic evidence and other enforcement procedures were duly completed. It added that neither the owner nor the developer responded to the notices issued before the demolition exercise.

Speaking on the development, the General Manager of LASBCA, Bldr. Gbaye Florence, said the level of structural distress observed on the building left the agency with no choice but to remove it.

She explained that visible foundation failure, extensive cracks, differential settlement and the sinking condition of the structure posed a significant risk, making urgent intervention necessary.

Florence reiterated the agency’s commitment to public safety through strict monitoring and enforcement of building regulations across the state.

According to her, the demolition was carried out to prevent a possible building collapse that could have resulted in loss of lives and damage to adjoining properties.

She urged property owners, developers and built-environment professionals to comply with building regulations and obtain all necessary approvals before commencing construction projects.

The LASBCA boss also advised owners of distressed buildings to promptly address structural defects and cooperate with regulatory authorities whenever notices are issued.

The agency reaffirmed its commitment to ensuring that buildings across Lagos State meet approved standards and safety requirements, adding that it would continue to monitor structures and take necessary enforcement actions where public safety is threatened.
