US SANCTIONS NIGERIAN, THREE FIRMS OVER ALLEGED ISIS FINANCING NETWORK

The United States government has designated a Nigerian national and three Nigeria-based companies for their alleged involvement in facilitating financial transactions linked to the terrorist group, the Islamic State of Iraq and Syria.

The action was announced by the United States Department of State as part of a broader crackdown targeting individuals and entities accused of supporting ISIS financial operations across multiple regions, including Europe, the Middle East and West Africa.

According to State Department spokesperson, Thomas Pigott, the sanctions target three individuals and six entities allegedly involved in moving funds across international borders on behalf of the terrorist organisation.

“Today’s designations target three individuals and six entities operating across Europe, the Middle East, and West Africa who have enabled ISIS to move money across borders, exposing a network that spans from France and Syria to Türkiye and Nigeria,” Pigott said.

Among those designated is Nigerian national Mukhtar Adamu, who is alleged to have links with the ISIS-West Africa network.

The US authorities also designated three Nigerian companies allegedly connected to Adamu and the broader ISIS financial network. The firms are Generation Currency Bureau De Change Limited, Manhattan Bureau De Change Limited and Nine To Nine Exchange Bureau De Change Limited.

In addition to the Nigerian entities, the sanctions list includes individuals and companies based in France, Syria and Türkiye, whom US authorities accuse of helping ISIS transfer and manage funds across different jurisdictions.

The designations were made under Executive Order 13224, as amended, which authorises the US government to impose sanctions on individuals and organisations linked to terrorism.

Pigott reaffirmed Washington’s commitment to disrupting terrorist financing networks worldwide.

“We will continue to use every diplomatic and legal tool available to hold ISIS and its supporters accountable — wherever they operate and however they move money. We remain fully committed to protecting American lives, defending religious minorities, and working with international partners to eliminate the threat that ISIS poses to global peace and security,” he said.

The US government noted that ISIS has been listed as a Specially Designated Global Terrorist (SDGT) organisation since 2004, with authorities continuing efforts to dismantle its financial infrastructure and support networks across the globe.

The latest sanctions are expected to freeze any assets under US jurisdiction belonging to the designated individuals and entities, while also prohibiting American citizens and businesses from engaging in transactions with them.
