LPDC REJECTS COMPLAINT FILED AGAINST DEPUTY SPEAKER KALU

The Legal Practitioners Disciplinary Committee (LPDC) has dismissed allegations claiming that the Deputy Speaker of the House of Representatives Nigeria, Benjamin Okezie Kalu, participated in the National Youth Service Corps (NYSC) while attending the Nigerian Law School, ruling that the petition failed to establish a prima facie case.
The decision followed a petition filed by lawyer John Aikpokpo Martins, who asked the committee to investigate Kalu’s alleged simultaneous participation in the NYSC programme and attendance at the Law School.

In a report certified on March 11, 2026 (Reference: BB/LPDC/1954/2026), the disciplinary body determined that the complaint fell outside its jurisdiction. The document, titled “Facts and Summary of Complaint,” was issued by LPDC Registrar Zibai Katung and signed by the chairman of the petition panel, Umeh Kalu (SAN).
The panel explained that the LPDC is responsible for regulating the professional conduct of lawyers only after they have been called to the Nigerian Bar. Since the events cited in the petition allegedly occurred before Kalu was called to the Bar, the matter was not within the committee’s authority.
It further noted that the LPDC does not oversee the activities of institutions such as the Nigerian Law School, the Council of Legal Education, the National Youth Service Corps, or the Body of Benchers.
“In the circumstance, I find that the applicant has not provided any prima facie evidence that would require the respondent to respond to the complaint,” the report stated.
The panel therefore concluded that the matter was outside the LPDC’s jurisdiction and dismissed the petition, effectively clearing Deputy Speaker Kalu of the allegations.
