RUSSIAN SEX SCANDAL TRIGGERS CROSS-BORDER INVESTIGATION

Russian National Vladislav Luilkov Faces Global Backlash Over Alleged Exploitation in Kenya and Ghana
A Russian man, Vladislav Luilkov previously known online as “Yaytseslav” has drawn international condemnation in early 2026 after allegations emerged that he secretly filmed and exploited women in Kenya and Ghana.
Vladislav Luilkov, a self-styled “pick-up artist” and vlogger, is accused of targeting women in public spaces such as malls and supermarkets in Nairobi and Accra. Reports indicate he allegedly used camera-equipped sunglasses and other hidden devices to record intimate encounters without the women’s consent.
The government has published Vladislav Luilkov’s official passport details and is pursuing his extradition to face charges under the Cybersecurity Act 2020, which carries penalties of up to 25 years in prison for the non-consensual sharing of intimate images.
Officials have denounced the alleged acts as a form of gender-based violence and are also investigating under the Computer Misuse and Cybercrimes Act 2018.
The recorded videos are reported to have been circulated on social media and subscription-based platforms, including Telegram, where they were allegedly monetized.
Ghanaian officials have warned that, despite the suspect’s likely departure from the country, they are pursuing international legal avenues and may request assistance from Russia, though legal hurdles exist due to Russia’s constitutional ban on extradition.
Both Ghanaian and Kenyan authorities have condemned the acts as a serious form of gender-based violence, with investigations ongoing.
