GROUP HAILS TINUBU’S OIL REVENUE DIRECTIVE, CALLS FOR RMAFC INCLUSION

The Arewa Think Tank has urged President Bola Tinubu to ensure the Revenue Mobilisation, Allocation and Fiscal Commission is fully incorporated into the implementation framework of his recently signed executive order on oil and gas revenue remittance.

The appeal was contained in a statement released on Tuesday in Kaduna by the group’s Convener, Muhammad Yakubu.

According to The Media, the President recently approved an executive order mandating the direct remittance of oil and gas revenues into the Federation Account, a move aimed at boosting national income and sealing revenue leakages within the petroleum sector.

Tinubu explained that the directive is designed to protect government revenue, reduce wasteful expenditure and dismantle duplicative structures across the oil and gas industry.

The executive order, issued under Section 5 of the 1999 Constitution (as amended) and grounded in Section 44(3), aims to restore the constitutional revenue rights of the federal, state, and local governments.

It also tackles issues linked to the Petroleum Industry Act, which reportedly led to significant losses of Federation revenues through various deductions, charges, and retained earnings.

Praising the President, Muhammad Yakubu described the directive as a bold and timely measure.

“We applaud President Bola Tinubu for this bold and patriotic executive order, which seeks to promote transparency and accountability in the oil and gas sector. This initiative is a positive move toward safeguarding the Federation Account and ensuring that revenue due to all levels of government is fully protected,” he stated.

However, the group pointed out that the Revenue Mobilisation, Allocation and Fiscal Commission, the constitutionally mandated agency responsible for overseeing revenue inflows and disbursements from the Federation Account, was not included in the implementation committee set up by the President.

“It may have been an oversight, but we respectfully urge Mr. President to include the Revenue Mobilisation, Allocation and Fiscal Commission in the Executive Order’s implementation committee,” Yakubu said.

He emphasized that the commission’s statutory role makes it a key stakeholder in any reform directly impacting the Federation Account.

“The inclusion of RMAFC would enhance the credibility, transparency, and institutional balance of the implementation process. Given its constitutional responsibility for monitoring revenue accruals and disbursement, its participation is essential,” he added.

Yakubu further stressed that broad-based collaboration among institutions is crucial for the executive order’s goals to be fully achieved.

He noted that eliminating leakages, reducing excessive deductions, and restructuring key agencies along commercial lines would require the active involvement of all relevant constitutional bodies.

The Arewa Think Tank reaffirmed its backing for the administration’s reform agenda, expressing confidence that including the Revenue Mobilisation, Allocation and Fiscal Commission in the framework would boost transparency, strengthen fiscal discipline, and enhance public trust in the management of oil and gas revenues.
