RIVERS EMERGENCY RULE ENDS AS ADMINISTRATOR IBAS BOWS OUT

The six-month emergency administration in Rivers State ended at midnight on Wednesday, September 17, with the outgoing administrator, retired Vice Admiral Ibok-Ete Ibas, performing his final official duty before leaving office.

At a brief ceremony on Wednesday evening, Ibas supervised the swearing-in of Mrs. Inyingi Brown as the substantive Head of Service of Rivers State. Brown had been serving in an acting capacity since the resignation of former Head of Service, George Nwaeke.

Charging her to uphold the same commitment she demonstrated during the interim administration, Ibas urged Brown to extend equal loyalty to Governor Siminalayi Fubara’s leadership.

At 7 a.m. on Thursday, Ibas’ farewell address was broadcast across local radio and television stations, formally marking his exit. In his message, he highlighted achievements under the emergency rule, particularly the restoration of peace and renewed public confidence in governance.

“Peace was the cornerstone of my stewardship,” he said, urging the state’s leadership to consolidate on the gains recorded during his tenure.

President Bola Tinubu had, on Wednesday, formally declared an end to the emergency rule in Rivers State. The measure was imposed on March 18, 2025, in response to a deepening political crisis in the state.
