He was specifically noted to have reflected “on the various inspection visits that the Attorney-General has conducted to the correctional institutions in the State, to comprehend the conditions of the facilities, the challenges faced by inmates, and the difficulties encountered by correctional officers. ”

During the presentation of the award, Abioye articulated, “On behalf of the Controller-General of Corrections, Nigerian Correctional Service, Sylvester Ndidi Nwakuche, MFR, mni, I convey our sincere appreciation for your fervent dedication to the inmates entrusted to our supervision. This reflects your exemplary leadership and unwavering commitment.

“Your zeal for service and loyalty to the Nigerian Correctional Service have not gone unnoticed. We are privileged to acknowledge your remarkable contributions to our Service and to Ogun State as a whole. Thank you, and may you be abundantly blessed. ”

In response, the Attorney-General and Commissioner for Justice expressed gratitude to the Service for their collaboration as well.

Ogungbade recalled that on 29th May 2023 the state government extended mercy to 52 inmates and in 2024 alone, 45 death sentences were commuted to life imprisonment while another 41 inmates received mercy and were released from Correctional centres in the State.

He additionally referenced the June 12, 2025, Democracy Day commemorative event during which a greater number of inmates benefitted from clemency granted by Governor Abiodun.

Ogungbade elucidated that these programs were meticulously implemented in alignment with the vision of Governor Dapo Abiodun to ensure that rehabilitated convicts are offered a second opportunity for lawful participation in society.

He lauded the Nigeria Correctional Service (NCS) for providing resources and facilitating an environment conducive to the reintegration of convicts into society, including instruments and vocational workshops within correctional facilities, as well as opportunities for inmates to undertake NABTEB examinations and potentially gain admission into the National Open University.

The Attorney General remarked that these initiatives effectively assist inmates in reintegrating constructively into society following their release but would be rendered ineffective if the executive branch did not support the NCS by reinstating rehabilitated inmates back into the community, thereby allowing them to apply the skills they acquired while incarcerated.

He also acknowledged the issue of prison overcrowding, explaining that the exercise of mercy is one of the solutions to this challenge, as it is counterproductive to retain within the correctional system an individual who has been rehabilitated and is prepared to contribute to society.

Furthermore, he reiterated the government’s willingness to evaluate the relevant applications for hardened inmates. In his perspective, a judicious application of both measures will regulate the population of correctional facilities and convey a clear message to inmates regarding the implications of both commendable and misconduct during their confinement.
