Dr. Phillips Omeiza Salawu, FCA -A Strategic Leader for the PDP

Dr. Phillips O. Salawu is a seasoned administrator, visionary political strategist, and a courageous leader whose career reflects a deep understanding of the dynamics of governance and party politics in Nigeria. Over the years, he has built a reputation as a man of competence, wisdom, vision, and remarkable capacity to balance political interests while maintaining administrative effectiveness.
With extensive experience in public service and private sector, Dr. Salawu has demonstrated uncommon ability in managing complex political structures and uniting diverse groups toward a common goal. His leadership style is marked by consultation, inclusiveness, equity, Justice, Fairness and strategic thinking—qualities that are so critical for strengthening the People’s Democratic Party (PDP) at this crucial moment in the Political History of the party.
One of the most notable demonstrations of his courage, valor and visionary leadership was his instrumental role in the establishment of the Ohi Traditional Dynasty in Ebiraland, a move many considered politically impossible and spiritually dangerous at that time, due to the strong opposition from established traditional structures, including the formidable opposition from the late Ohinoyi of Ebiraland, His Royal Majesty, Alhaji Ado Ibrahim. Despite these formidable and very dangerous challenges to his mission, Dr. Salawu’s determination, wisdom, emotional intelligence and diplomacy, enabled him to navigate the complex and dangerous traditional terrain that successfully bring his vision to reality. This achievement reflects his ability to transform difficult situations into opportunities for progress.
Dr. Phillips O Salawu was the stabilizing force in the Government of His Excellency, Alhaji Ibrahim Idris, IBRO, (2003-2012) when he served as his Deputy Governor.
Dr. Salawu gave his maximum support, loyalty and cooperation as a Deputy Governor and there was Peace and Stability throughout their 9-year reign in Government House, Lokoja.
At the National level, Dr. Salawu was selected as a Member of the PDP BoT, the exalted Board of Trustees of the then Ruling Party since February 2013 in recognition of his intellectual, technical, professional, institutional, material and logistic resources which he duly deployed at the crucial moment in the building of the solid foundation of the PDP which eventually made the party to have competitive advantage and stochastic dominance over all other political parties in Nigeria, upto 2015, after which things started to fall apart!
In showcasing his strategic thought at the National level, Dr. Salawu developed and proposed a Peculiar Political Model at the 2014 Nigerian National Conference to solve a major Political Problem in Nigeria by arguing for the Optimal Rotation of Executive Political Power between the Northern and the Southern parts of Nigeria; and simultaneously rotating same, amongst the Six Geopolitical Zones of the country.
He argued for two Vice-Presidents to have a joint ticket with the President whereby the three personalities, the Political-Trinity in the Presidential Election would go on a single ticket.
The VP-Political Affairs would come from the same Region/same GeoPolitical Zone with the reigning President.
This is to cover the unlikely Political Accidents so as to maintain the already established Balance of Power and Political Equilibrium.
The VP-Economic Affairs will come from the other region, North or South as the case may be, to ensure both regions are well represented in the National Government.
The two Vice-Presidents are to take up the Ministerial Portfolios allocated to their respective states and would not be idle apart from being the Heads of the Political and the Economic Affairs of the Presidency respectively.
Similar proposals are being made at the State and the Local Government levels for their Executive Administration.
Barrister Phillips Salawu developed this peculiar Political Model in his LLB Research Project in Constitutional Law at Baze University Abuja, an illustrious Research Work rated grade “A” by the University Authority that may soon be published for the wider public readership.
It is noteworthy that this peculiar Political Model originally proposed by Dr Phillips Salawu has been debated at the National Assembly for implementation in our constitutional review.
The current Presidency in 2026 is also thinking of Executive Power Rotation in the similar format suggested by the ingenious Research Work of Barrister Phillips Omeiza Salawu in his contributions to the Nigerian Constitutional Development as an upcoming Constitutional Lawyer.
Dr. Salawu is widely respected for his deep grassroots connections and his understanding of the socio-political complexities of the Nigerian State. His leadership philosophy emphasizes unity, institutional stability, and progressive development. He believes strongly in building a party structure that is inclusive, independent, self-financing, disciplined, and capable of winning the trust of all Nigerians irrespective of their Religion, Region, GeoPolitical Zone and Ethnicity!
As a Frontline PDP National Chairmanship Candidate, Dr. Phillips O. Salawu brings a wealth of political experience, knowledge of the party’s history, strategic insight, calmness, firmness, maturity, integrity and the courage required to reposition the party for national relevance and electoral victory.
His track record demonstrates that he is not only a political thinker but also a practical leader who can translate ideas into feasible and viable results.
With his proven administrative competence, political maturity, and unwavering commitment to democratic values, Dr. Phillips O. Salawu stands as a formidable leader capable of strengthening the PDP and guiding it toward a new era of unity, stability, peace, prosperity and success.
