ICPC CONVICTS TWO NATIONAL ASSEMBLY STAFF FOR JOB SCAM WORTH ₦4.8M

The Independent Corrupt Practices and Other Related Offences Commission has achieved the conviction of two personnel from the National Assembly, Mustapha Mohammed and Tijjani Adam Goni, for their participation in a fraudulent job scheme valued at ₦4.8 million.

As per a declaration released on Wednesday by the ICPC representative, Demola Bakare, the matter arose from a complaint identified as ICPC/P/NC/1056/2022 submitted by the victims. The complaint detailed how the accused, in collusion with another individual currently evading capture, amassed ₦4.8 million to facilitate fictitious employment opportunities.

The pair was convicted by Justice B. M. Bassi of the Federal Capital Territory High Court 55, sitting in Asokoro, Abuja, after being found guilty of defrauding two victims — Saifudeen Yakub and Aminu Abubakar — under the guise of securing positions for them at the Central Bank of Nigeria and the Federal Inland Revenue Service.

“Investigations disclosed that Mustapha Mohammed had represented himself as a staff member of the National Assembly with strong connections at the CBN and FIRS. He allegedly solicited ₦4 million each from the complainants, assuring them that their appointment letters would be issued by April 27, 2021.

“The petitioners later transferred ₦3 million into a Zenith Bank account owned by one of the defendants and were subsequently instructed to remit an additional ₦300,000 each for alleged medical evaluations, which was deposited into a different Access Bank account.

“Following a comprehensive investigation, the ICPC brought the suspects before the court on a five-count indictment related to conspiracy, forgery, and obtaining money under false pretenses, in violation of the Advance Fee Fraud and Other Related Offences Act 2006 and the Penal Code.

“Prosecution attorney, Fatima Abdullahi Bardi, informed the court that the defendants fabricated employment letters ostensibly issued by the CBN and FIRS to mislead their victims. ”

The statement continued, “However, under Section 270 of the Administration of Criminal Justice Act (ACJA) 2015, which permits plea bargaining, the defendants confessed to an amended one-count charge of making false statements, in violation of Section 25 of the Corrupt Practices and Other Related Offences Act, 2000.

“As part of the plea agreement, they reimbursed the complete ₦4.8 million to the ICPC Recovery Account and were each penalized ₦100,000.”

The ICPC reiterated its dedication to upholding accountability and integrity within public service, advising Nigerians to remain cautious of deceptive job offers and to consistently verify claims through proper channels.

In a related matter, the ICPC Chairman, Dr. Musa Aliyu (SAN), is scheduled to address the issues of cybersecurity and illicit financial flows in Nigeria during his keynote speech at the Realnews 13th Anniversary Lecture in Lagos.

According to a statement by Maureen Chigbo, Publisher and Editor-in-Chief of Realnews, the lecture — titled “Cybersecurity, Illicit Financial Flows and Achieving Agenda 2063 in Africa” — is set to take place on Wednesday, November 19, 2025.
